Crisis management and civil protection

When the network fails, the staff must know what is still valid.

In a flood or a fire the network is congested and some cells are down. The crisis staff decides on evacuation from the drone image and must know whether it is current.

Illustrative case study

A dike and a second site

This is not a customer and not a flight that happened. It is a description of how this area would read if the image carried its age.

A crisis staff, an illustration

The staff needs an image of a dike and of another site at the same time. An old frame of the water level must not look live. One cell in the valley is not enough.

In the example every drone has its own state. When the network at one site fails, the staff sees a neutral screen and the reason, not a frozen water level.

After the crisis a record remains of what the staff saw and when. It is not a municipal evacuation plan.

Two sites

Two states side by side.

Outage

A reason, not silence.

Review

What was valid in that minute.

When both networks fail, a radio backup is not yet in the design.

Image age through the example

The chart requires JavaScript.

The chart is a simulation. Move the slowdown and see when the example stops being under the 50 ms target. The target is not a measured result.

Deployment schematic

Where everything stands and how the image travels

The schematic is not to scale and is not a design for a specific site. It shows where the drone is, which two networks carry the frame and where the decision is made.

Numbers in the schematic

  1. 1The staff launches two drones from one place.
  2. 2Dike H and a second site L2 at the same time.
  3. 3One cell in the valley is not enough. The frame goes over two networks.
  4. 4Platform shows two states side by side.
  5. 5The staff sees a neutral screen and the reason, not a frozen water level.
  6. 6The record: what the staff saw in which minute.

Symbols in the schematic

  • S1 · S2Two mobile networks at once
  • PAKIZU Platform: fleet and pack
  • OAKIZU Direct: operator and image state

Red and blue beacons: police, state, the military in training. Orange: everyone else. The blink is only on screen. Schematic, design. The list beside it explains the codes in the drawing. The beacon is a payload from another maker, not an AKIZU product.

Concrete case

Minute by minute

The same illustrative case as above, written out in time. The times are an example. It is not a record of a flight that happened.

  1. 04:30The staff convenes. Two sites, two drones.
  2. 04:40Drone 1 over dike H. Drone 2 over site L2.
  3. 05:05The network at L2 fails. The staff sees the reason, not an old level.
  4. 05:09The L2 image returns via the other network.
  5. 05:30Battery swap. The map shows a gap, not an empty site.
  6. 08:00Review: what was valid in that minute.

Use options

Everything it can be used for in this area

Each row is a separate use. The Parts column says which AKIZU parts it would involve. Status N is a design, C is a target, U is unknown.

01

The problem today

01

Networks are congested or damaged

Many people call at once in the affected area and some masts have no power.

02

The image freezes without warning

The staff may look at a frame that is no longer valid for a long time and decide on it.

03

Decisions must be justified later

After the crisis you review what the staff knew and when. Without a record that is hard.

04

Several sites, one staff

A dike and a fire at once. An old frame of one site must not look like a live frame of the other.

Without AKIZU and with AKIZU

The same situation, different information on the screen. Proposed behaviour, to be verified in a pilot.

02

How it would work

  1. DispatchFirefighters or civil protection send the drone to a dike or a fire.
  2. MappingBrain sends the image over two operators; the first valid copy wins.
  3. OutageWhen both networks fail, Direct shows a neutral screen with the reason.
  4. ReviewPlatform stores the flight record for the crisis staff.
  5. Second siteAnother drone, another state. The staff sees them side by side.

The flow is illustrative. AKIZU is in development.

03

Mission scenario

How many metres further the drone is than the image shows. Pick a scenario or set the speed and image age.

The interactive calculation requires JavaScript.

Scenario speeds are examples. 87.4 ms is the p99 measured internally over WiFi with a phone as transmitter, not on a drone.

05

Who works with it

01

Crisis staff

Sees whether the image is current and decides on evacuation.

02

Pilot

Gets a clear warning when the image stops being valid.

03

Post-crisis analyst

Gets the record for the review.

What we will measure in the pilot

  • Time in Valid on a congested networkwe will measure in the pilot P
  • Network switches without image loss≥ 95 % C
  • Flights with a record100 % C

06

What you get after every flight

  • Image age and state for the whole mission
  • Network outages and switches over time
  • Segments where the image was not valid
  • Record for the crisis review
  • Image state for every site separately

Questions about this area

FAQ →

Which networks will AKIZU use?

LTE and 5G. The Brain Duo concept sends every frame through two operators at once. The 3GPP standard expects the network to recognise a drone in the air, so we plan AKIZU SIM cards with an aerial profile at the operator.

What happens when the network fails?

The station does not show an old frame as current. When the age exceeds the deadline it switches to a neutral screen and shows the reason. We measured the switch internally within 2.72 ms.

Where will data be stored?

The target is data centres in the European Union. The customer sets the retention period for records and video.

09

What the operator sees

The three image states in this area. Proposed behaviour, to be verified in a pilot.

Valid

The staff knows the image of the dike or the fire is valid.

Reduced freshness

An evacuation decision does not rest on an image nearing the deadline without the staff seeing that.

Unavailable

The staff sees that the network failed. They do not see a frozen water level as current.

12

What we do not do in this area

Not a municipal crisis plan

AKIZU does not replace the staff or an evacuation.

Not a link when both networks fail

A radio backup is not yet in the design.

Not the rescuers

An image of known age. The service sends the people.

A pilot in this area

When the network fails, the staff must know what is still valid.

We are looking for first partners. The application is pre-filled for this area.

In more detail

Before a meeting with a staff

Two sites are two states. An old water level must not look live.

One cell in the valley is not enough as an assumption. Bring the places, not a map of the whole country.

When both networks fail, a radio backup is not there yet. That should be said before the exercise, not after it.

Bring to the meeting

  • Two sites, not twenty.
  • Who reads the image.
  • What the staff today treats as live video.

This is not

  • An evacuation plan.
  • A warning to residents.
  • Crisis command.
